Applicants must locate programs on the high islands of Pohnpei, Kosrae, Chuuk, or Yap rather than the low-lying atolls, where soil salinity already exceeds thresholds for most staple crops. Priority is given to initiatives serving municipalities outside the four state capitals, where road access drops below 30 percent of the population.
Proposals require soil nutrient profiles collected within the preceding 12 months from the target plots, along with evidence that training curricula will be delivered in the dominant local language of each participating municipality. The College of Micronesia-FSM extension offices conduct the initial technical review; applications lacking endorsement from the state agriculture office are not advanced.
Infrastructure constraints include the absence of cold-chain facilities on outer islands and reliance on monthly field-trip ships for input delivery. Successful applicants have documented backup power systems sufficient to maintain refrigerated seed storage during the typical six-week interval between vessel arrivals.
The funding aligns with FSM conditions when projects target breadfruit and swamp taro systems that supply 65 percent of carbohydrate intake outside urban centers. Training must account for the 12 percent annual out-migration rate among working-age adults, which reduces the available labor pool for labor-intensive soil conservation measures. Unlike neighboring Palau, FSM reviews examine whether the project can operate without continuous internet connectivity, given that broadband reaches fewer than 25 percent of rural households.
