Grant Overview

The Federated States of Micronesia present high per-unit costs for any physical distribution of translated literature because four separate island states require individual customs declarations and domestic carrier contracts.

Cost calculations must account for the difference between Pohnpei's port fees and those in Chuuk, Yap, and Kosrae. Applicants frequently underestimate the domestic transshipment charges that apply once materials clear the primary port. The grant requires a line-item budget that lists each state's port authority schedule and the current fuel surcharge applied by the single inter-state carrier.

Technical assistance under the grant is limited to one paid consultant visit per state. Because FSM law requires foreign consultants to obtain a separate work permit for each state, the total administrative lead time exceeds eight weeks. Proposals that do not reserve this timeline in the project calendar are rejected at the pre-screening stage.

Population density varies sharply: Pohnpei State contains over 60 percent of the national population while Yap State has fewer than 12,000 residents. Any network connecting writers and readers must therefore justify why the same digital platform will function across both satellite internet tiers and dial-up links still used in parts of Chuuk Lagoon.

The grant will not reimburse duplicate equipment purchases. Applicants must demonstrate that one set of servers located in Pohnpei can serve all four states through the existing FSM Telecommunications Corporation backbone, or they must accept that only the three states with adequate bandwidth will receive the digital component.
