Grant Overview

The Federated States of Micronesia encounters a readiness barrier when attempting to build a national digital hub for history and culture. Four separate state governments operate under distinct customary land systems, and no single broadband backbone connects all islands. Historical materials from Yap, Chuuk, Pohnpei, and Kosrae therefore remain siloed, preventing researchers from tracing post-WWII political unification records that still affect Compact funding formulas.

Infrastructure constraints are structural. Only Pohnpei has a functioning fiber connection; the other three states rely on satellite with monthly data caps below 50 GB. State archives in Yap hold pre-1945 Japanese colonial records that cannot be scanned without exceeding bandwidth limits. The national government in Palikir lacks a certified data center and stores master files on external drives kept in a concrete vault prone to flooding during king tides.

The grant supports readiness projects that first establish state-level digitization nodes before attempting national aggregation. Applicants must document existing agreements with each state’s traditional leaders confirming that digitized materials will respect customary access restrictions. Readiness also requires proof of redundant power systems capable of operating for 14 days without fuel resupply.

Unlike Palau applications, FSM projects must accommodate four official state languages plus English and demonstrate that metadata schemas will not override local prohibitions on sharing certain genealogical information. The country’s 2023 infrastructure plan further requires that any new digital system include offline functionality for at least six months because inter-island shipping schedules are frequently disrupted by weather.

These constraints create a higher readiness threshold than in single-island territories. Projects must show they have already conducted bandwidth testing across all four states and secured written commitments for state-level server maintenance funding after the grant period ends.
