This demographic skew leaves documentation and training projects without sufficient local instructors who can verify accuracy.

Infrastructure constraints include the lack of climate-controlled storage on Pohnpei and Kosrae, where average humidity exceeds 85% year-round. Existing cultural centers on these islands report equipment failure rates of 44% for digital recorders within 18 months. These conditions require that any preservation project include specific humidity-control protocols before equipment can be deployed.

Readiness requirements therefore mandate that applicants first complete a six-month instructor certification program administered by the College of Micronesia. Projects must also demonstrate access to archival facilities that maintain 22-24 degrees Celsius and 45-55% relative humidity. Proposals lacking either element are returned without review.
