Federated States of Micronesia Traditional Knowledge Preservation Operations

The Federated States of Micronesia comprises 607 islands across four states with distinct languages and navigation traditions. The grant supports institutions that establish digital archiving protocols for canoe-building techniques and medicinal plant knowledge before the cohort of master practitioners falls below 80 individuals nationwide.

Operational constraints include intermittent electricity on outer islands and the absence of a centralized repository meeting international metadata standards. Institutions must therefore budget for solar-powered field recording kits and offline-capable databases that sync only when staff return to state capitals.

Grant proposals require a memorandum of understanding with each of the four state historic preservation offices confirming that community-based programs will follow local intellectual property protocols rather than uniform federal templates. Applications lacking these four signatures are returned without review.

Unlike submissions from other Pacific jurisdictions, FSM proposals must demonstrate that archiving hardware will remain functional during the typhoon season when sea freight to Yap and Chuuk can be delayed by 90 days.

Who Should Apply in the Federated States of Micronesia

Institutions must be chartered in one of the four states and maintain at least one permanent staff member fluent in the primary language of that state. Applications must include a data-management plan approved by the FSM National Archives that restricts access to recordings to verified descendants for 50 years. Demographic data must show that 70 percent of student participants originate from the same municipality as the knowledge holders they will interview.
