Grant Overview
The Federated States of Micronesia recorded 2,847 oral history interviews between 2000 and 2020, yet fewer than 180 have been transcribed or archived in formats accessible beyond the original fieldworker. Each of the four states maintains separate language and customary law protocols, so materials collected on Pohnpei cannot be directly reused on Yap without additional community review.
Why these outcomes matter in state FSM's population of 115,000 is spread across 607 islands with four official languages plus multiple dialects. Youth out-migration to Guam, Hawaii, and the mainland United States reached 28 percent of the 18-29 cohort in the 2020 census, reducing the number of fluent speakers available to verify recordings. The national archive building on Pohnpei sustained roof damage during Typhoon Mawar and currently stores tapes in climate-controlled shipping containers that reached capacity in 2022.
Implementation approach Micronesian Cultural Documentation projects must designate one state-level cultural affairs office as the primary custodian and obtain written approval from the traditional leadership council in each village where recordings occur. Budgets must allocate separate line items for translation into English and the local language plus duplicate copies stored in at least two states. Unlike Palau or Marshall Islands applications, FSM proposals must also address the Compact of Free Association requirement that all federally funded data remain subject to US Freedom of Information Act requests while still respecting customary restrictions on sacred knowledge.
Successful projects therefore sequence fieldwork by state, beginning with existing transcribed collections on Chuuk before expanding to Yap and Kosrae.
