Geographic isolation means training events require inter-state travel coordination that can add 20 to 40 percent to program budgets. Demographic data from the 2020 census show youth out-migration rates exceeding 15 percent in Yap and Chuuk, reducing the pool of potential participants.

Implementation approaches must incorporate state-specific protocols: Yap projects require endorsement from the Council of Pilung, while Chuuk initiatives need municipal permits for lagoon access.
