Federated States of Micronesia Traditional Healer Partnership Barriers Four statesChuuk, Kosrae, Pohnpei, and Yapmaintain distinct traditional healing systems that currently operate outside formal oral health referral pathways. The barrier is the absence of standardized protocols for identifying oral pathology during traditional consultations, resulting in delayed referrals for advanced caries that affect 55 percent of adults.

This barrier is most pronounced in Yap and Chuuk, where 60 percent of residents live on outer islands with one health assistant and no dentist. Economic dependence on U.S. compact funding and subsistence fishing limits resources for dual training programs, while an age distribution with 32 percent under 15 increases the volume of preventable cases.

Funding addresses the barrier by creating joint certification curricula between the College of Micronesia and traditional healer associations, plus referral tracking systems using paper-based forms compatible with intermittent electricity.

Federated States of Micronesia Cost Constraints Framework 501(c)(3) applicants must demonstrate registration in at least one FSM state and provide letters of support from both the Department of Health and a recognized traditional healer council. Budgets must cap administrative overhead at 12 percent because inter-island travel by field ship costs $180 per person per leg.

Unlike Republic of Palau applications, FSM proposals must account for four separate state licensure boards and variable customs procedures for importing dental supplies.
