The Federated States of Micronesia present a rural-urban split in marine monitoring capacity. Yap and Chuuk outer islands maintain active community fish catch logs, while Pohnpei state offices hold the only electronic database. The grant requires applicants to route data from all four states through the Pohnpei node for aggregation.

Rural participants operate from islands with no grid power; solar chargers and waterproof paper forms are mandatory budget items. Urban teams in Kolonia and Weno supply tablet hardware and internet uplinks. Training occurs in two phases: first in the state capitals for data entry clerks, then via radio briefings to outer-island fishers.

Economic dependence on tuna transshipment licenses makes sustainable fishing metrics a national reporting requirement under the Parties to the Nauru Agreement. Grant-funded monitoring therefore records species composition and size at landing sites in Chuuk lagoon and Yap's reef channels. Data feeds directly into annual stock assessments shared with the Western and Central Pacific Fisheries Commission.

Infrastructure gaps include absence of cold-chain storage on 80 percent of inhabited islands. Proposals must therefore include ice-making equipment or justification for dried-fish sampling protocols. Broadband reaches only state centers, forcing outer-island submissions to use scheduled supply vessels for data transfer.
