Broadband reaches only 35 percent of outer-island schools, forcing reliance on printed materials shipped by field trip vessels that operate monthly.

Workforce constraints appear in the limited number of certified science teachers outside state capitals; most hold primary responsibilities in fisheries or agriculture extension. Infrastructure consists of small concrete classrooms without reliable electricity, so any digital component of the program requires solar chargers rated for 12-volt systems.

The grant funds development of state-specific modules that reference local turtle species names in Yapese, Chuukese, Pohnpeian, and Kosraean. It covers translation and printing runs sized for the combined 18,000 students enrolled in public elementary schools. Funding also supports one-day teacher workshops held during existing in-service days to avoid additional travel costs.

Proposals must show that materials will be distributed through existing state education supply chains rather than new logistics arrangements. Budgets separate inter-state airfare from intra-state boat transport because Pohnpei-based staff cannot reach Yap or Chuuk without commercial flights.
