Federated States of Micronesia Workforce Deployment

The Federated States of Micronesia require adoption petitions to be filed in one of four state courts: Yap, Chuuk, Pohnpei, or Kosrae. Each state maintains its own bar-admission rules, so attorneys licensed in Pohnpei cannot represent clients in Yap without separate admission. This fragmentation limits the pool of qualified counsel to roughly 22 attorneys nationwide.

Yap State’s customary law gives the Council of Pilung veto authority over any kinship placement that disrupts matrilineal land rights. Chuuk State requires written concurrence from the parent’s lineage before the court accepts a petition. These procedural differences necessitate state-specific training for any worker handling cases across multiple jurisdictions.

The grant supports stipends for newly admitted attorneys to complete cross-state certification, plus per-diem costs for court appearances on outer islands. It also funds three-day orientation sessions led by state-level traditional leaders to align statutory and customary requirements.

Unlike Palau’s centralized Bureau model, FSM funding flows through state compacts. Line items must therefore reference the specific state compact number rather than a national identifier.

Workforce shortages are most acute in Yap, where only two licensed social workers reside full time. The grant assigns Yap cases a higher per-worker reimbursement rate to offset the limited local capacity and encourage travel from Pohnpei or Chuuk.
