Operational barriers to traditional knowledge documentation arise from the Federated States of Micronesia's four distinct language groups spread across 607 islands. Researchers must first establish data protocols that accommodate Yapese, Chuukese, Pohnpeian, and Kosraean transmission methods without collapsing them into a single English framework.
These barriers matter because 68 percent of recorded environmental knowledge resides with speakers over age 60 who live on islands served by only two inter-island flights per month. Primary collection therefore requires simultaneous audio archiving and georeferencing to link practices to specific reef or agroforestry plots.
The grant's fieldwork award covers transport of recording equipment to 12 priority municipalities identified in the 2021 Traditional Knowledge Action Plan. Recipients must verify that outputs remain under community data governance agreements rather than open repositories.
Implementation pairs the platform subscription with the College of Micronesia's existing language documentation lab to handle transcription of 40-plus hours of interviews per state. Awardees show how resulting knowledge products will inform the 2025 update to the nationwide climate adaptation strategy.
Unlike Marshall Islands applications, FSM proposals must budget separate translation layers for each of the four official state languages to satisfy cultural review board requirements.
