The Federated States of Micronesia require applicants to meet eligibility criteria tied to documented traditional knowledge transmission. Only entities registered with a state historic preservation office or a municipal council that holds recognized chiefly titles may submit. Projects must focus on Indigenous cultural heritage and traditional practices of one or more of the four states: Yap, Chuuk, Pohnpei, or Kosrae.

Application packets demand certified copies of title-holder endorsements and proof that digital archiving will occur on servers located within FSM territory. Storytelling components must use one or more of the nine official vernacular languages rather than English as the primary recording medium. Budgets cannot exceed 35 percent for imported hardware; preference is given to proposals that adapt existing community radio infrastructure in Chuuk and Yap.

Eligibility reviews verify that the applicant has conducted at least two prior traditional knowledge workshops within the target state during the preceding 24 months. Reviewers cross-check workshop attendance logs against state election rolls to confirm participant residency. Proposals lacking this verification are returned without scoring.

Fit assessment examines whether the digital archive format matches the metadata standards already adopted by the FSM National Archives. Projects must also demonstrate how archived materials will remain accessible during annual typhoon seasons when inter-island shipping halts for up to eight weeks. Unlike submissions from the Republic of Palau, FSM applications must address the separate legal status of each state's land tenure system and cannot assume uniform chiefly authority across state lines.
