Population density ranges from 384 persons per square mile on Pohnpei to under 60 on outer Yap islands, limiting centralized maintenance facilities.

Workforce constraints include fewer than 12 certified physical therapists nationwide and no certified prosthetists. Broadband access reaches only 34 percent of households, restricting remote training modules. The national sports complex in Pohnpei contains a single weight room without adaptive modifications, and inter-island transport relies on the Caroline Islands Air service that cancels flights during typhoon season.

FSM Sports Initiative grants therefore prioritize equipment that can be maintained by community health assistants after a one-week training course delivered in Pohnpei. Awards require letters of commitment from each state’s Department of Health and a signed memorandum with the national federation that assigns inspection responsibility to state-level staff. Readiness verification includes photographs of proposed storage lockers and an annual maintenance log template submitted with the application. Funding does not cover construction of new facilities but permits modification of existing municipal buildings if structural engineering reports confirm load-bearing capacity for adaptive equipment.
