Micronesia Health Initiative applications target leukemia outcome improvements across the four states of Yap, Chuuk, Pohnpei, and Kosrae, where 105,000 residents live on islands separated by up to 1,800 miles of open ocean. State-specific cancer registries established in 2018 show combined leukemia mortality 3.1 times the U.S. rate, driven by late-stage presentation and limited access to tyrosine kinase inhibitors.

Primary investigators must be employed by a state department of health or the College of Micronesia and submit evidence of prior human subjects training through the Pacific Islands Health Officers Association. Required documents include state-by-state recruitment projections that reflect actual 2023 patient volumes: Chuuk accounts for 48 percent of expected cases, Yap for 9 percent.
Budgets may fund one shared research nurse per state plus quarterly inter-state travel on commercial carriers, but must exclude capital equipment. Data collection protocols require use of the existing DHIS2 instance hosted in Pohnpei with offline forms for islands lacking consistent electricity.
The funding supports Micronesia when outcome measures focus on time-to-diagnosis reduction rather than survival endpoints that demand longer follow-up than the two-year grant period allows. Proposals must document partnership letters from each state director of health confirming that local clinic space and phlebotomy services will be available at no additional cost.
Unlike Palau applications, FSM proposals must incorporate separate IRB approvals from each state ethics committee plus the national Ministry of Health.
