The Federated States of Micronesia exhibit pronounced rural-urban splits in nursing workforce distribution, with Yap, Chuuk, Pohnpei, and Kosrae differing sharply in facility access. Pohnpei hosts the sole four-year nursing program, while the three other states rely on certificate tracks or imported contract staff. This produces a 3:1 concentration of degree-holding nurses on Pohnpei relative to the outer islands.
Health network development therefore prioritizes cross-state preceptor matching so that students in Chuuk lagoon canlog supervised hours at dispensaries on Weno or Faichuk without relocating. Broadband remains limited outside Kolonia and Tofol, forcing reliance on asynchronous video review rather than live tele-mentoring.
The grant can underwrite ruggedized tablets pre-loaded with standardized patient scenarios calibrated to FSM disease patterns, including ciguatera and leptospirosis. Equipment must be allocated by state population share rather than by institutional prestige; proposals listing more than 40 percent of devices for Pohnpei are returned. All participating sites must submit quarterly uptime logs for solar chargers, as grid power on outer islands averages only 12 hours daily. Unlike Palau applications, FSM proposals must also document agreement from each of the four state governments plus the national Department of Health, because inter-state movement of trainees requires separate entry permits.
