The Federated States of Micronesia seek to increase the number of students completing telemedicine-supported health humanities courses from the current baseline of 14 per year to 45 by 2027. National health statistics record that 58 percent of outer-island residents live more than four hours by boat from the nearest physician, yet only one HSI-eligible program currently incorporates remote-care ethics training.
Eligibility centers on enrollment at the College of Micronesia-FSM national campus or its state campuses in Pohnpei, Chuuk, Yap, or Kosrae. Applicants must be degree-seeking students who have completed at least one prior course in either Pacific history or introductory biology. State campus applicants receive an additional scoring point if they commit to returning to their home state for at least two years post-graduation.
Application packets require a signed agreement from the state department of health confirming access to existing telemedicine equipment for practicum hours. Budgets cannot exceed $92,000 per state campus and must itemize satellite bandwidth costs separately from personnel.
Review panels include representatives from each of the four states and reject proposals lacking explicit coordination with the FSM Telemedicine Act of 2019. Successful awards publish de-identified student outcome data by state of origin rather than aggregate national totals.
FSM applications differ from those in Palau or the Marshall Islands because eligibility verification demands proof of citizenship under the Compact of Free Association and separate endorsement from the relevant state legislature, extending the pre-award period by a minimum of 120 days.
