Grant Overview

The Federated States of Micronesia maintains a 2018 Health Workforce Development Act that caps the number of independent research positions eligible for external salary support at four per state hospital. Early-career investigators holding doctorates from institutions in the Philippines or Fiji and now employed at the state hospitals in Pohnpei, Chuuk, Yap, or Kosrae must therefore demonstrate that their proposed project does not exceed this quota before any scientific review occurs.

Infrastructure constraints are concrete. The sole medical library is located in Pohnpei; researchers based in Chuuk or Yap must budget for weekly satellite-phone connections to access PubMed and pay $0.12 per megabyte for data transfer. Broadband to the outer islands of the Mortlocks and the Hall Islands remains limited to 128 kbps, forcing any community-based data collection to rely on paper forms that are later entered in Pohnpei. Proposals that assume continuous internet access are returned for revision.

The awards can offset these connectivity costs by allowing purchase of ruggedized tablets pre-loaded with offline data-entry software and by funding quarterly courier runs that transport completed forms to the central server. Unlike applications from the Republic of the Marshall Islands, FSM submissions must also include a signed letter from the relevant state health director confirming that the project will not draw on the four research positions already allocated under the workforce act. This letter is reviewed by the national Department of Health and Social Affairs before the application advances.

Workforce composition adds another filter. The national government reports that 62 percent of the health workforce in Yap and 71 percent in Chuuk hold only certificate-level training. Any protocol that requires phlebotomy or spirometry must therefore include a training line item for local staff rather than assuming imported research assistants. Budgets that omit this line are flagged during the pre-screening stage conducted by the FSM National Research Council.

Readiness is assessed through submission of a one-page staffing plan that lists every person who will collect data, their current certification level, and the exact training hours required. The plan must be countersigned by the state hospital administrator. Applications lacking this document are not forwarded to the funding body, regardless of the strength of the scientific narrative.
