Capacity constraints in the Federated States of Micronesia center on the absence of centralized emergency operations centers capable of processing satellite imagery for all four states simultaneously. Yap, Chuuk, Pohnpei, and Kosrae maintain separate radio networks that cannot interoperate during Category 4 events, leaving response teams without real-time damage assessment data for islands more than 100 kilometers offshore. Transportation infrastructure compounds the shortfall: the single C-130-capable runway on Pohnpei restricts heavy equipment deployment to one state at a time during the June-to-November cyclone window.

Workforce shortages appear in licensed civil engineers, with fewer than 15 holding current credentials for seismic and coastal design standards across the entire federation. Municipal governments must therefore partner with the FSM Department of Transportation and Infrastructure to access the national equipment pool, which consists of two dredges and one pile-driving barge. Broadband gaps further limit data sharing, as only 38 percent of outer-island settlements maintain fiber connections rated above 10 Mbps.

Readiness requirements under this program mandate that applicants submit joint state-federal memoranda confirming shared access to the National Emergency Management Office's early-warning server array. Proposals must also detail how new communications towers will integrate with the existing 800 MHz public-safety radio system. Unlike submissions from single-island jurisdictions, FSM evaluations require separate risk matrices for each state showing at least 20 percent projected reduction in emergency response times.
