The Federated States of Micronesia operates under a Compact of Free Association that imposes explicit compliance reporting on any externally funded youth program. All participants must receive US Department of State clearance for regional travel, a step absent in purely domestic Palau or Marshall Islands cohorts. The 2023 Compact review highlighted gaps in cross-state coordination on climate and economic projects, creating compliance risk for programs lacking documented multi-state engagement.

Eligible applicants are citizens or permanent residents of Chuuk, Pohnpei, Yap, or Kosrae who submit a project concept jointly endorsed by at least two state governments. Applications require a risk-mitigation plan addressing typhoon disruption and a data-sharing agreement with the FSM National Government. These documents undergo review by both national and US officials before approval.

The four-week program satisfies compliance through pre-approved curricula on regional diplomacy and by scheduling project presentations in multiple state capitals. Each cohort produces a joint policy brief delivered to the FSM Congress and US Embassy, fulfilling reporting obligations under the Compact. No equivalent multi-state documentation requirement exists for the international or Israel cohorts.

This framework ensures the program generates verifiable outputs that can be audited against Compact performance metrics, reducing administrative exposure for participating states.
