The primary barrier in the Federated States of Micronesia is the absence of sustained university-level instruction in indigenous spiritual and philosophical systems across its four island groups. Yap, Chuuk, Pohnpei, and Kosrae each maintain distinct chiefly ethics, navigation cosmologies, and ancestral spirit protocols that currently receive no systematic academic treatment beyond sporadic community workshops.

Faculty shortages exceed 80 percent for courses covering these traditions, with most existing instruction confined to elementary-level cultural days. Students from outer islands in Yap State or the Mortlocks face round-trip air costs exceeding $800, rendering consistent enrollment impossible without dedicated funding for inter-island travel.

This funding addresses the barrier by requiring applicants to establish a rotating seminar series that spends one semester in each state capital, using existing high-school facilities during non-instructional hours. Budgets must dedicate 30 percent of resources to simultaneous interpretation between English and the four main vernaculars.

Only institutions that already hold collection agreements with the FSM Archives on Pohnpei and the Yap State Historic Preservation Office can demonstrate the necessary textual base. Programs proposing mainland U.S. delivery without Micronesian campus nodes are rejected outright.
