Grant Overview
The Federated States of Micronesia media network applications begin with confirmation that proposed content will be hosted on servers physically located in Pohnpei, Chuuk, Yap, or Kosrae rather than offshore clouds. The 2020 National Telecommunications Act requires data residency for any project receiving public or external grant support.
Producers must submit letters of support from the state legislatures of each island group where filming occurs. Yap State, for example, mandates additional clearances from traditional councils before any recording of the annual Yap Day cultural events. Chuuk applications require coordination with the 40 municipal governments spread across the lagoon and outer islands, where population density falls below 50 persons per square kilometer in many locations.
Budget narratives must allocate funds for inter-island transport using the Caroline Islands Air service or the government-operated field-trip ships that operate on 28-day cycles. Proposals omitting these line items are rejected because broadband penetration outside Kolonia and Weno remains under 25 percent according to the 2023 telecommunications survey.
Content calendars are checked against the academic year of the College of Micronesia-FSM to ensure student internships can be incorporated. Projects that plan distribution solely through international platforms must also secure placement on the single national television feed or the FSM radio network reaching all four states.
This residency and multi-state clearance process does not apply in the Republic of Palau or the Republic of the Marshall Islands, where data-localization statutes are narrower and traditional council approvals are not uniformly required for media production.
