Artists seeking to build regional networks must therefore budget for satellite backup systems that cost $180-240 monthly.

Workforce limitations compound the issue. The national arts council maintains fewer than five full-time technical staff, forcing applicants to recruit from the College of Micronesia faculty or import short-term consultants from Guam. Transportation between the four states requires either expensive domestic flights or multi-day vessel voyages, restricting in-person exchange workshops to once per quarter.

Readiness assessments therefore require applicants to demonstrate existing agreements with state-level cultural affairs offices and to submit equipment depreciation schedules that account for salt-air corrosion rates documented by the Department of Transportation. Projects without these proofs receive automatic disqualification.
