Eligibility for this cardiovascular research funding in the Federated States of Micronesia requires principal investigators to hold appointments at the College of Micronesia-FSM or a recognized state health department. Four distinct language groups and three separate state governments create administrative layers that applications must address through memoranda of understanding signed by each relevant governor.

Applicants must submit proof of current human-subjects approval from the FSM National Institutional Review Board in addition to any university IRB. Budgets must allocate line items for translation into Chuukese, Pohnpeian, Kosraean, and Yapese for every participant-facing document.

The research partnership must include at least one co-investigator based in a different FSM state from the lead institution to reflect the country's geographic spread across 607 islands. Data-management plans must specify how encrypted files will be transferred when broadband is limited to 4G connections on outer islands.

Reviewers assess whether proposed sample sizes account for the national population of roughly 115,000 and whether fieldwork schedules avoid the June-to-November typhoon season. Unlike single-island jurisdictions, FSM proposals must demonstrate capacity to operate across international dateline logistics and multiple customs jurisdictions.
