Pathology services rely on a single board-certified pathologist based in Pohnpei. Chuuk State, with 50,000 residents, reports zero full-time oncology nurses. Broadband penetration outside Pohnpei town remains below 30%, limiting tele-oncology pilots. The U.S. Centers for Disease Control Pacific Island Program supplies limited chemotherapy drugs under annual quotas that expire before distribution to outer islands.

Readiness Requirements for FSM Applications

Proposals must include letters of support from all four state governors and the national Department of Health and Social Affairs. Equipment budgets require proof of customs duty waivers under the Compact of Free Association. Unlike international LMIC applications, FSM submissions must quantify inter-state patient movement using existing airline manifests rather than modeled estimates.
