Funding supports purchase and installation of 10-20 kW solar arrays paired with 48-hour battery storage at 12 designated training sites. Grants also cover stipends for FSM-certified trainers who commit to 18-month service contracts in outer-island locations. Applicants submit current uptime logs from any existing equipment and letters from state education departments confirming site access.

Implementation requires quarterly upload-speed tests and trainee completion certificates issued by the FSM Telecommunications Corporation. Unlike Marshall Islands or Palau submissions, Micronesia proposals must include signed agreements with each of the four state governments acknowledging revenue-sharing formulas for any future user fees collected at funded sites.
